The Government is responsible for issuing government-issued citizenship chips, maintaining order in the real world, and keeping track of every Awakened in the world.[2][3]
Central Government Headquarters
A vast and heavily defended complex, built with utility in mind and no regard for aesthetics. There are automatic turrets towering above the walls and Awakened warriors standing guard around the perimeter.[4]
Citizenship Ranks
True citizens have access to proper food, human rights, and better life.[5]
- The seventh rank is the very pinnacle of the social hierarchy. It was the highest rank a citizen can receive.[5]
True citizens are given a government-issued citizenship chip, a memory chip with the government seal etched on its surface.[5][3] It is also proof that someone is of legal age.[3]
Government Force Organization and Hierarchy
- Companies are supposed to be commanded by captains.[6]
- Colonel rank is three or four ranks above captain and one step away from being a General.[6]
- Titles and authority become messy when Awakened are involved. As a rule of thumb, Awakened are one rank above what they would have been as mundane soldiers. Awakened are considered irregular and they exist somewhat outside the army hierarchy.[6]

Military Honors
Transcendent Star of Valor
The Transcendent Star of Valor is the highest military decoration one can receive. A medal that looks like a golden circle with four stars engraved on it, beautiful filigree surrounding them, and a purple ribbon attached to the top. It comes with a very sizable contribution point reward.[7]
Order of Humanity
An iron medal with an image of a burning heart etched into it. The medal looked very ostentatious and solemn, much more elaborate than the Transcendent Star of Valor, with a red ribbon attached to it. It is the highest military honor a person can receive and officially be called a hero. It comes with lots of contribution points.[8]
Awakened and the Government
The government keeps track of every Awakened in the world. The Awakened are given a special communicator because they have a duty to respond when a Nightmare Gate opens near their location. This is in exchange for all the privileges they receive, they are expected to protect this world from the Nightmare Creatures.[2]
They also generously reward those who enrich the knowledge base about the Spell, the Dream Realm, and the Nightmare Creatures. The more rare and vital the information that was submitted, the more contribution points you receive.[9]
There are not a lot of Awakened who directly work for the government. In the Dream Realm, the government has less influence than the great clans. However, it does maintain a presence in all the important citadels, which allows the associate Awakened to play a unique role. In the Dream Realm, they serve as connective tissue between the three factions.[10]
Their ranks can be distinguished by the number of stars in their insignia or badge:[11][5]
- Awakened - 2 stars
- Ascended - 3 stars
Soldiers were not compelled to disclose their flaws. Sharing something so personal and potentially dangerous could only be done willingly. There was nothing about the Flaws in their dossiers.[12]
Responsibilities
Containing the Nightmare Gates is a major part of government officers' responsibilities.[13]
Cavalry
The government strike force consists of the Awakened, clad in high-quality armor and wielding powerful weapons, and mundane soldiers, wielding machines meant to control the battlefield and make it easier for the Awakened to eliminate the nightmare creatures coming out of the gate.[14]
- Mundane soldiers were somewhat capable of facing Dormant Nightmare Creatures.[15]
Special Government Agents
Carriers of the Nightmare Spell that dealt with those Awakened who broke the law, because police officers were helpless against them that possessed inhuman strength and wielded bizarre or dangerous Aspect Abilities.[16]
Awakened are at the top of the world to those who return alive. They have all the privileges, money, and power but the mark the Spell leaves on them never goes away. The government portrays the Awakened as powerful and noble, the saviors of the world but most of them are walking on the edge, just one little step away from the madness. When one of the Awakened loses control they can only be executed due to the fact that the Awakened possessed unique Aspects which basically demand unique means of containment so, in reality, no prison can be built to hold them.[16]
The most compromised Awakened are the professionals who spent more time in the Dream Realm.[17]
The government was always short on personnel and resources, so every capable fighter serving them had to do more. Soul Reaper was possibly the most capable of them, she is also one of the most active government operatives.[18]
Facilities
Awakened Academy
- Main article: Awakened Academy
Awakened Academy is the only government-funded educational facility on Earth for the Awakened.[19]
Government & the Market
The government had access to things that were exceedingly rare or simply impossible to get on the market. It is the reason contribution points were more valuable than credits.[20]
Project
Dream Realm Schools
A government-backed initiative focused on developing and implementing a comprehensive education system within the Dream Realm. As a seasoned explorer and esteemed academic of the First Generation—formerly an instructor at the Awakened Academy—Julius lead the effort following the war and headed the project.[1]
With millions of refugees settling in the Dream Realm and many children either arriving with their families or being born under its alien sky, there arose an urgent need for structured, accessible education. Prior to this initiative, the Sword Domain and Song Domain had made minimal progress in the area of education, offering only a few scattered schools with no unified teaching program or long-term vision. Under Julius's energetic leadership, universal education guidelines were swiftly developed, iterated upon, and implemented.[1]
The Night Garden, being largely under government control, became the first city to benefit from these reforms. Schools there now provide proper education to children, many of whom had previously relied on homeschooling or informal instruction from community caretakers. Julius's project also had to contend with the Dream Realm's unique nature—where even basic concepts like electricity functioned differently or not at all—posing complex challenges for curriculum design. Nonetheless, the initiative marks a pivotal step in building a stable and hopeful future for the next generation growing up in this strange new world.[1]
Terminologies
Contribution Points
Contribution points are the special resource that is given by the government which can then be exchanged for a variety of useful things, or simply turned into credits.[9]
Dossier
The dossier included a description of the Awakened's Aspect and Abilities, their service record, psychological profile, and any additional skills and specializations that the soldier may have mastered.[21]
Trivia
- Named Government Saints are Wake of Ruin, Dream Merchant, Soul Reaper, Nightingale, and Raised by Wolves.[22]
- In the deeper layer of the government complex, there is an underground cylindrical chamber with ceiling towering far above, empty and repurposed for the use of opening the Shadow Clan Dream Gate.[23]
- The government provides official residences to certain individuals, and that occupancy of these residences is dependent on retaining the position or circumstances that grant access to them.[24]
- In Chapter 3012, Jet is no longer employed and has lost her government-provided residence, leaving her without a place to live.
