World Congress

World Congresses are convened by the System to allow the leadership of each planet to vote on system event opportunities and resources for their populace. Attendance at a World Congress is dependent upon being a member of leadership for a Pylon City. Claiming a city pylon grants a nobility title from the system and status as City Lord/ City Owner. The City Lord or Owner can then grant a limited number of subordinate titles at their discretion to recipients of choice. Most use these titles strategically as they directly correlate to the voting power of the city.

The number of available votes is based on the nobility rank of the attending members. The number of votes per nobility rank is as follows:

• King: 1000
• Prince: 250
• Duke: 100
• Marquis: 25
• Earl: 10
• Viscount: 5
• Baron: 3
• Lord: 1

The noble in question may distribute their votes as they choose if there are multiple options. The noble may abstain from voting. All tie-breakers will be decided by the highest-ranking noble present at the World Congress. Votes are final and cannot be appealed. Any agreements will come into effect until the next World Congress or if all included parties choose to revoke it.

During World Congress, the attending participants are cut off from all outside contact. This includes the gods and any surveillance or magic they may have placed on their followers. The attendees of the nascent universe sometimes use this to their advantage:

• Jacob uses the World Congress as an opportunity to warn Casper of the Holy Church's plans toward the Risen on Earth.
• William uses it to test and successfully prove Jake's theory about Eversmile placing a nightmare karmic curse on William. With the system protections in place, William could feel his mental state noticeably change for the better.
